Pragmatic Strategist
Artificial intelligence is the latest wave of technological innovation to permeate our educational institutions. It has the potential to simultaneously advance and disrupt our mission unlike anything before. As a result, integrating organizational, technological and operational capabilities requires a deliberate and strategic approach. We cannot afford to take one step forward and two steps back.
Framingham State University's strategic plan was developed as generative AI rapidly entered the mainstream. New opportunities and risks quickly became apparent. In response, we identified “Smart Enterprise” as a strategic imperative: combining human expertise, data assets and the responsible use of artificial intelligence to better inform decisions, improve operations and enhance the experiences of our students, faculty and staff.
As Scott Brinker famously observed, "Technology changes exponentially, organizations change logarithmically." While artificial intelligence continues to advance at a relentless pace, human behavior, organizational structures, institutional culture and operational practices evolve far more slowly. One of leadership's most important responsibilities is determining when, where and how to bridge that gap. You cannot simply sprinkle AI pixie dust across an organization and expect transformational outcomes to follow. It’s not that AI lacks intrinsic value. Rather, realized value with meaningful institutional impact depends on organizational readiness (cultivation), appropriate oversight (governance), disciplined change management (orchestration) and supported adoption (transformation). Together, these capabilities provide the foundation for fulfilling the strategic intent of Smart Enterprise amid constantly evolving toolsets, datasets, skillsets and mindsets.
Cultivation
Smart enterprise begins with humans at the helm and ends with people as beneficiaries. That human-centered orientation is a bedrock principle of our approach. It also creates a leadership mandate: cultivating organizational readiness by building trust through open communication and productive relationships; understanding institutional values and culture; fostering adaptability, collaboration and creativity; thinking holistically across organizational boundaries; and maintaining a clear-eyed understanding of current technological capabilities, data assets and organizational maturity. Together, these practices create the conditions in which AI can be introduced thoughtfully, aligned with institutional priorities and translated into meaningful outcomes. Cultivation is therefore less about preparing the institution for a particular technology than developing the relationships, culture, capabilities and shared understanding that allow us to adapt responsibly as technology continues to evolve.
Governance
Cultivation creates readiness whereas governance brings together the expertise, perspectives and authority necessary to establish guardrails for responsible AI use. This includes defining decision rights, adopting policies, establishing standards for security, privacy, accessibility and data stewardship and managing risk in ways that protect the institution without unnecessarily constraining innovation.

AI is evolving faster than the institutional structures surrounding it. Without governance, institutions risk fragmented adoption, inconsistent practices, duplicated investments and unintended security or privacy consequences. Governance helps balance the speed of technological change with the deliberation needed to ensure that innovation remains aligned with institutional priorities.
Orchestration
Even with strong governance, institutions must determine which opportunities warrant investment. Every proposed initiative competes for finite resources, including funding, expertise, time and organizational focus. Building and managing a strategic portfolio requires difficult decisions about what not to pursue, what to postpone and what to retire.
Leadership therefore requires disciplined prioritization and change management. Not every emerging capability should be adopted and not every existing technology should be retained. Institutions must balance innovation with the realities of technical debt, operational continuity and resource constraints. Success depends on maintaining a thoughtful portfolio of initiatives that balances strategic opportunity, operational effectiveness, compliance obligations, risk management and long-term institutional value.
Transformation
Transformation is where strategic intent becomes institutional impact. While change and transformation are often treated as synonymous, they are fundamentally different. Change focuses on improvement. Transformation focuses on innovation.
For higher education, transformation requires more than implementing new technology. It requires meaningful adoption, training, support and enablement. Faculty and staff must develop the skills and confidence necessary to use data and AI effectively, responsibly and securely. Institutions must also remain prepared for outcomes that cannot be fully predicted in advance. Transformation is not a destination. It is an ongoing process of learning, adaptation and reinvention.
Conclusion
The most important lesson we have learned is that engaging in Smart Enterprise is not fundamentally about artificial intelligence. It is about institutional capability.
AI will continue to evolve. Today's solutions will be replaced by tomorrow's innovations. What will persist is the need to cultivate readiness, provide governance oversight, orchestrate continual change and enable digital transformation. The colleges and universities that succeed will not necessarily be those with access to the most advanced technologies. They will be those that most effectively engage in Smart Enterprise in service of their mission.
